Where do you get long sleeved waterproof gloves for cleaning the fish tank? I often have cuts on their hands and arms (I work with paper a lot and I'm very awkward, the more I suffer from eczema on my hands yet). I have some of those white rubber gloves, but I can not touch bottom and I need to sometimes.
Any ideas where I can get the elbow length waterproof gloves?
Look in your telephone directory for a supply center for farm animals and see if they have plastic gloves used for artificial insemination.
These gloves up to the shoulder and they are disposable.
If you do not have an agricultural center, call a vet and ask if they know of any place.

Try your nearest store clothing industry (labor supply). I had some great black rubber gloves resistant from there. Up top of my arm. About 4 pounds per pair

No. But if you make holes for the fingers in a plastic bag, then put on your rubber gloves, perhaps that would work?
